fe2d1a5cb0 fix: 分销管理端页面与 admin/superadmin 分销接口同步 
1、修复了企业与超管分销视图与后端逻辑不一致问题。

2、调整 admin/superadmin Distribution 控制器能力。

3、优化分销列表与配置展示交互。
